My pug is overweight?

How much weight should my pug lose? He (otis) is 30lbs i know he is overweight and it is not my fault. It is my boyfriends fault. he didnt think it was right that i fed him very little in the morning and a full meal at night.. so he decided to feel him more and give him treats .. ALL THE TIME.. i yell i tell him all the time stop it.. well now he believes me.. i weighed him yesterday and he weighs 30lbs. Could someone tell me what a normal pugs weight is.. for a male??? ive been reading between 14-22lbs.. then i see 30lbs?? i think 14lbs is too small.. does someone know?
